Third-country nationals (not European Union (EU) member states citizens or citizens of countries with visa-free regime with the EU), fans of the 2018 FIFA World Cup Russia, travelling through the territory of the Republic of Lithuania to the Kaliningrad from other cities of Russian Federation and back must have a valid travel document (passport) and a Schengen visa depending on nationality.
